R8000 account for "roaming charges"

My son went to Tanzania for a 3 week period over December We activated his roaming on his cell in case he ran into any trouble.
After a few days; our account got suspended for the first time as we reached our credit limit. We were told his account was high as he was using BBM and Wats-up and that as long as the phone is connected to the internet; it will be charged as it keeps on sending and receiving data. The phone was then switched off.
On his return on 2/01/2013 we phoned MTN and was told that his account was? R7000 for "roaming charges" - although there was no calls; messages; or any form from usage; his phone was still registered on that network and we had to pay that account.
We were only allowed to query / lodge a complaint after the 15th as his bill needs to be finalised.
My husband phoned yesterday and was told that his final bill is only R400 - sorry for the inconveniece. However, 30 minutes later our account got suspended again and we were told that they made a "mistake" - that the account was indeed R8000.
We are still waiting for the final statement and justification for the R8000 bill that nobody is able to give us.
How is this possible if the phone was off???
