Line speed incorrect, Telkom says it is fine

Area upgrades in line speed has now resolved a minimum speed of 1250 kbps and I was achieving this speed up until about march where it has dropped drastically to about 300 kbps. I have called Telkom and questioned them about the speed.

First they responded by saying it was an error and then they told me it was resolved when it has not been as I clearly still get low speeds.
on my second call they said it was fixed and that their is a minimum speed of 500 kbps to a maximum 1250 kbps and it fluctuates.

But on websites like [URL Removed] i get an average speed of 0.3mbps and I am fed up with never having a speed greater than 500 kbps. This is not what I am paying for, please help me resolve this issue as it is causing much inconvenience.
