Phone to be dispatched for the last 3 weeks

I gave my phone in for Repairs and software upgrade, I paid on the 1st of March and phoned in on the 5th, call centre told me that the phone has been repaired and is awaiting to be dispatched. They told me that the courier takes 72hours to deliver, a week later no phone. I phoned in again last week and it was still with dispatch, the lady apparently sent the manager an email to dispatch a.s.a.p. I phoned in Monday and they told me 3 days, so today the 22nd of March i went to pick up my phone but no Phone. Once again I phoned in and they told me that the phone was dispatched on the 14th and after 72 hours it should have been ready for pick up, but the phone was only dispatched on the 20th according to the Service Centre. so who is lying or who does know what they are doing. First of all I paid for something which is covered by the Warranty, second of all I paid for a service to be delivered but every time I phone in they give me the run around. What can I do, to complain does not help no Supervisor is ever available. Just shows you that paying customers will always be ignored, they talk about loyalty... what a joke.
