Why am I being ignored

I was offered a upgrade on my contact on the 6th March 2013, after 2 weeks I was told that there was a problem with the system and in fact I do not qualify for an upgrade, I have yet to receive feed back regarding this situation and I email the consultant daily just to be ignored!!!
