How does vodacom not have stock for 2 weeks

After I have been convinced by my boyfriend to get a vodacom contract (From being an MTN subscriber since my first phone). I went to the Protea Mall to apply for a contract which was immediately approved and subsequently asked for a Samsung Galaxy.

This was on the Thursday 28 February 2013 and almost 2 weeks later nothing. I do not have a phone and Im uncontactable because I have been waiting for almost 2 weeks for a new phone and a new vodacom number. Now Im wondering if I should just stay with MTN because clearly the devil you know and can deal with is better than what looks like will be a problematic network.

My question is when will your retailers receive stock and how long is the usual turn around time for phone orders because consultants at the vodashops look really stupid trying to paint vodacom with the perfect pain when your operations let them down.
