No Delivery of Upgrade phone

I have a Cell C contract which came up for upgrade in December 2012. I upgraded online and was promised a Blackberry 9320. On 12 December 2012 the courier arrived with the phone unannounced. I did not have my green bar-coded ID to sign for the phone. The courier left and to date I have not received my phone. I phoned several times (always on hold for approximately 30 minutes), sent e-mails and faxes and still no joy. I would like to mention in all of my dealings with this incident I did not receive a call from Cell C or any feedback even though their policy states that we will receive feedback within 48 hours. I also asked a colleague to phone on my behalf and he is also frustrated with Cell C customer care. Yesterday (28 February 2013) for the first time I received a call from Cell C customer care and I was asked to pay for the phone, which is supposed to be free when you extend or upgrade your contract.
I am now at wits end.
