Since when do we pay for downloads on Bis

Why are we being charged for downloading when we have bis service. Other networks across are not being charged. However why is Mtn charging their customers.
They say we were all sent sms's yet, myself and friends that are on this network have no idea what they are talking about. No1 at mtn can really tell, me whats going. Friends from england that is also usin other networks ar not being charged on the bis. yet us as mtn subrscibers are being charged.
Can someone now tell what exactly is the purpose of bis if we are still being charged.
