IPhone network unlocking expensive

Why does it cost R4100 to unlock an iPhone so that it can accept a Vodacom SIM card. As much as the phone is out of warranty it is strange that one will be charged so much.

I feel like I am being held hostage by MTN so that I don't go to other networks. I wouldn't be changing to Vodacom if the network reception in the area that I live in was good.
