Vodacom
No sim or Network but billed

I applied for a phone through Vodacom direct and the! person I spoke to was not sure of the special advertised in a Move Magazine of an IPHONE 4 I had to send him an email so he can approve the deal that I wanted, it had same day delivery or 1st month free billing.
I ordered the phone on a Saturday and received the phone on a Tuesday after I had followed up. I then followed the instructions on how to unlock the Sim card, I phoned the no.to unlock and I was informed that the phone or sim card has been unlocked but when I insert in the phone it still shows no Network.
I then went to Vodacom in Canal walk Customer Care the guy who helped me informed me that the Sim was used by someone and it went to Legal and I should phone the number where I bought the phone and cancel the deal, but that was not my plan as I want the phone. On the 23rd of July I was billed by Vodacom with a Ref I3693252 0181730466 and I do not have network till today. On the 23rd I phoned 082155 no help, was reffered to 278227597 the guy tried and tried and I was informed someone will get back to me but till today.
I feel helpless with Vodacom.
