Sim card activation issue

I arranged a dual sim from my 3G card for my i-pad on the 8th FEB through our corporate representative.
TWO WEEKS later and I still do not have internet connectivity on my i-pad. I keep being told there are system issues / they need to re-rica the sim / there is nothing wrong on their side and I should check settings with my IT division.

I obtained a new sim on the 20th Feb as the previous one seemed faulty and TWO days later and still nothing... This is absolutely ludicrous!!! Please help! How much longer is this going to take?
