Terrible service and being billed for services nev

I had a 24 month data contract with mweb. Everything was fine for the first 20 months, then in month 21 the problems started. I continued paying the R252 per month as agreed upon in the initial contract.
December 2012 my services were suspended, which i do not dispute, however mweb continues to bill me monthly for data that is not given to me???
how can any sane person pay for services not rendered???
On top of that mweb has been charging me addition vat, whereas the R252 per month was inclusive of vat, i don't understand.
can someone please assist with rectifying this situation before i procede to the consumer protector and or the credit ombudsman!!!
