2 1/2 years later and account is still a mess

I upgraded from a 350MB data contract to a 2GB data contract with MWEB in December 2010. I get billed for the 350MB account and an excess for everything I use over that at an exorbitant rate. The problem has never been fixed and MWeb have to manually fudge figures every month to get my account more-or-less right. They say the problem with MTN, but MWEB are totally incapable of resolving the issue. How difficult can it be???
