Waiting for 3 years for a land line to be installe

I applied for a Telkom land line in 2009 and was told that due to a lack f infrastructure they could not help me but they would assist by adding it on to next years budget to enable them to then assist me, 3 years went by with no feedback.

In January of this year i once again requested a land line to be installed and received and SMS stating that an engineer was dispatched to my residence, i promptly took the day off work went to my local telkom office and purchased a telephone, i spent the rest of the day waiting but no one pitched. I called the call centre and they said that the engineer had a problem and that ti was no with the technical department. After a few more phone calls and visits to the Telkom office i realised that once again i was to be let down, i then went to the Telkom office to return the telephone that is of no use to me because of their lack of service and they refused to refund me. i was told by the manager to go and sell the phone to someone else, as they will never refund me.

All i am asking for is for them to refund my money for the phone as I have lost all hop eof ever receiving a land line.
