No Internet, No Open Connections, No Plans

I am trying to get an Internet and Land line installed at my house since July 2013. After 7 calls, 3 Telkom Direct shop visits, big frustrations and even bigger disappointments, I will not be able to get a line. The reason is because there is NO more open connections in our area/estate, NO future plans/budget to upgrade the amount of connections available and an attitude of NO-we-don't-want-you-as-a-customer from TELKOM ZA. I live in Centurion, where surely the demand for ADSL should be high?? I thought of other Internet Service Providers, but all of them require an installed land line. A land line that ONLY Telkom can provide.
