ADSL line offline more than it is working

Good day,

We are paying about R759.00 per month for our ADSL line.
We have an average of 3 days service, followed by 4 days of no service at all.
We eventually got our own IT guy in to come and sort out our problem. All connections on our side are working properly and connection to the wireless router and to the modem work perfectly. We can get onto our network and the moment you try the internet it doesn't work at all.

Why is the line constantly on the blink when there is nothing we do to disturb the service?
The problem is the link from Telkom's side every time we report the problem.
Could you please explain to me why we pay the amount we do, when the service keeps on dropping on a regular basis? Why do you charge a monthly line rental fee, when the line is not used for the whole month? I think it is unfair that you are charging for a service which does not work properly.
Why do the lines keep going down?

Our line is on again, and working "for now" with the help of our IT guy.
I need to know when the connections will be sorted out please.
Running a part time business from home, we need the internet to do all our communication with clients.
