Can not help with darta problem

I have used my 3g card for MTN form last year Feb 2012, (Modem Uncapped 3GB), but since 08 Feb 2013 it is very slow, my usual speed is 280.00 kbps, but now it is most of the time 14.22 kbps. did phone 0831555, and all they say is you have used up you 3GB, I know I have used it, but it should not be this slow. I cannot even update my anti-virus program. the Mopdum number is 083 256 3766.
