Double billing for my Contract Phone

I ordered the phone online and I was billed before my contract was approved in December 2013, I was told that the amount will be the installment for my first month (December). Now end of January they have billed me for December and January. when I complain they told me that my December payment was not registered on they system. I have provided them with the proof of payment up until now they have not resolved my issue but decided to close the incident (7382550). It been over 15 days now, however they claim that they turnaround time in 72hrs.
