Paying for something that doesn't work!!!

I ordered a Telkom ADSL line, firstly it took them over 3 months to install it and then they installed the wrong speed line. So I phoned they changed it to the correct speed but I was getting nothing near to what I should get. I got a 4 meg line with a download speed of 0.14 meg, now they have done the free upgrades on the lines so now I got a 10 meg line and can't even do a speed test because the line is too slow, I've complained on numerous occasions, only to get a reference number 196CTK021113 over and over again. The thing is this fault has been escalated and I haven't seen improvement, now at the end of the month I have a bill of plus minus R2000 that must be paid when I have used at the most 15 gig data from an uncapped line. This is ridiculous!!!
