Unable to reach a human to terminate data contract

I have been trying for the last few days to terminate my data contract with MTN via their 083 1 808 number, and have been unable to get through to an operator.

I consider this to be an unethical practice by MTN - making it so difficult to terminate a contract - surely this is a breach of the consumer protection act?
