Need ITC number and new SIM

My phone was last week, I still have not received the ITC number for the blacklisting of my phone, without this number I cannot claim from my insurance and I cannot get a case number from the police. I also need a new SIM on my o;d number for my new phone. I phoned repeatedly and was transferred 3 times and still holding after 25 minutes. Is this how you treat loyal customers?
