2 Years and still my ADSL doesn't work on 1mb!!!

I have lived in my current house for -2 years now and my line cannot sync at a speed higher than 512kbps.

This is unacceptable, as I've had about 12 technicians take a look and logged numerous faults but it never gets fixed.

I'm within the acceptable range limit of the exchange box, and my hardware works perfectly.

Please fix this problem ASAP!!!
