Signing off all faults without actually fixing the

I have logged numerous faults on my ADSL line since November last year (2012) and the faults just get signed off without fixing the problem. Telkom keeps telling me that there is no problem and that the exchange is NOT congested. But myself and numerous other people in the area have the same problem of very high latencies and pings to both local and international sites. Also have a packet loss of between 7% - 13%.

Telkom keeps signing off my faults without even contacting me before doing so. The problem has never been fixed. I am paying for a service that is not functioning properly and has diminished over time.
