Cancellation gone wrong BAD service

I sent in my cancellation on 18/09/2013 for services (1MB uncapped with line rental) to be stopped on 31/10/2013. The services were stopped but Telkom sent me a bill that included line rental for 11/2013 stating that the ISP had not paid so they passed it onto the customer (me). I have contacted MWeb twice both conversations lasting more than 15 minutes to report this. I believe this is MWebs fault and that they should refund me for the line rental since the supplier I dealt with is MWeb not Telkom. Incredibly bad customer service - even when trying to escalate it I was placed on hold.
