Harrassing calls from 031 numbers

Since the beginning of the year I recieve at least 3-4 phonecalls from variations of 031 numbers on my phone. I pick up and the phone gets put down on me. My sister told me its a and they somehow get access to your bank account and debit money regardless of whethere you answer the calls or not- Im not sure how but thats what Im told. Surely there is a way to block these numbers or investigate who these calls are coming from and how they are able to just debit your bank account. Im putting this complaint to Telkom as Im assuming it is a Telkom number and you must be able to do soemthing about it.
The various numbers I have recieved calls from are: 0318164800 / 0318165400 / 0318165000 / 0318165200 .

Please can someone investigate this for all the thousands recieving these harassing calls!
