New Contract pro rate

I took a contract with Cell on 12th Dec with the premium of R399.00 and i was only going to get billed on 31 Jan and its going to be pro rate. I checked my statement and i was shocked to see the amount of R746.79 is to be billed. My usage for December was around R150.00 bucks R399.00 for January. So how the heck did the bill come up to R746.79?
