Wrong out of bundle charges iphone contract

I got a contract with cell c that they advertised at the time for R399 the contract advertisement was 200 min 200 sms and 200 mb 300 mb data.with a out of bundle data rate of 15c/mb. first of all i am only getting 200 mb of data and not 200 300 mb of data, secondly Cell c is charging me R1 -R2 per mb instead of 15c per mb.
Each month i have been paying hundreds of rands for data charges while i am suppose to get a total of 500 mb data for free but only get 200mb and then still being charged the wrong rate
