Being billed whilst still within contract limits?!

After going over my data limit the past 2 months I decided to monitor my usage on my iPhone and switch over to my WiFi where I could. Then when I checked my payment for the month I see that it is standing at R942! I still have more than half my data, carried over minutes and smses! What am I paying for exactly? and on a contract that is supposed to cost R399 p/m?! Severely disappointed in changing over to Cell C!
