No Downloading and Connecting on Steam

During December 2013 I upgraded my 1Mbps to a 2Mbps ADSL line. I thereafter started experiencing problems with regard to the ADSL line. I contacted Telkom's customer services call centre, but I received no assistance from them. All that I was told was that a technician would be sent out to come and see what is the problem with my line. I must also mention that the call centre operator was very rude and not helpful at all. A technician came to my house and could find no fault. I am able to open pages like google, facebook and so on, but my steam account that is utilized for online pc gaming, does not work. I am also not able to download any program updates on my computer. I once again phoned Telkom today and I was told that there is a technical problem globally with Telkom's ADSL line's. But how is it possible that other Telkom users in the same area are able to log into their steam accounts and also to play online and to download programmes. According to Telkom and the technician who was dispatched everything is in order. I am unsatisfied because I am paying a lot of money for a service that I can't fully use. I need Telkom to resolve this complaint.
