Bad ADSL-Performance an no reaction

Has anybody a tip what I can do to get rid of bad performance?
I collect tracking-no without any reaction. The service center hang up the line and on facebook I see lots of people with the same problems.
Are there alternatives in South Africa with good performance, service out of one hand and a service-center which is worth the name "service".
I am a foreigner in this country and so helpless running against rubber walls.
