Disgusting quality of service

I have logged numerous complaints about the speed, billing and performance of my ADSL line that is managed by Web Africa.
Initially their was a problem when Web Africa took over the management of the line from Telkom, I got double billed and each party pointed fingers at each other, while I had to pay and waist my time and endure internet down time while my work depended on it. It has been over 6 months. I am still waiting for my full credit from Web Africa.
I am an avid gamer, so I signed up for the best service they could offer, an unshaped 4MB line, if their was something better, I would take it. The performance to date has been shocking. I check speed tests, I have an additional modem, tried every googled technical solution under the sun, the performance continues to be awful. Amongst all of this has been the numerous calls I have logged with Web Africa to try resolve the issue, advise and credit me for paying for a service I have not received. I sill sit with the problem. I am dependent on an ADSL line for work, and I at least am able to work. If you are looking for a reasonable service provider, it is not Web Africa.
