Still no response after 3 weeks

I logged a complaint with Vodacom and on Hello Peter on 18 December regarding the fact that Sasolburg branch had not submitted my OBF and expected me to now wait 3 weeks for my phone. I received an automated response on the same day which said that i would be contacted within 3 days. On 24 December i finally received a call from a woman who was totally unable to assist me. She said that she would get somebody to contact me as soon as possible. On 2 January I contacted Vodacom in Sasolburg and they said that i would have to wait until mid January at the earliest for my phone. Why should I wait 6 weeks for a phone that was an OBF and should have been replaced immediately as per the Consumer Protection Act.
