Dead slow ADSL. No improvement after months

For the most of 2013 I have had to deal with a 2mbit and 4 mbit adsl line only managing speeds of 0.00 to 0.2mbit per second. I have logged so many support calls with no resolve that I eventually decided to cancel my service. Telkom convinced me to keep the line promising to find a resolve only to disconnect me 2 days later telling me that my ports were given to someone else and there are no more available. After waiting 6 months for a new line I am back at square 1 with a 4 mbit line only managing 0.2 mbit or less per second and no amount of support calls help.

At the best of times the line speed fluctuates wildly from 0.00 (no bandwidth) to 2.6 mbits per second and nobody can tell me what is going on.

Telkom for the love of humanity please can you fix my line permanently or at least tell me why I will never achieve 3mbit on my 4mbit line so I can move on. The speed is totally erratic and not usable for streaming the video it was intended for. I am fed up sick and tired of this service and at the same time being cut off and transferred by your call center staff. When I eventually get a call logged I simply receive an sms saying sevice has been restored when nothing has been done.
