4Mbit ADSL line performing like dialup

We have had Telkom out 4 times in the past to fix the slow connectivity on our ADSL line this is still ongoing I have tried various different ISP's and the results are all the same.

The speeds not even close to 4 Mbit's there is clearly a problem with either the line or saturation at the exchange.

it is at its worst in the evenings which is when i spend most of my time attempting to use the internet.
