Charged for 10mbps line but reduced to 5mbps

I opened a 10 mbps uncapped, unthrottled and unshaped ADSL Internet line with Telkom. I pay R1, 075 per month. I chose Telkom as line provider and internet provider to avoid any dispute or shifting blame. I bought the top if the line PACE router, cash, from Telkom. R1.300. From day 1 I have never had anything close to 10mbps. Tops is 6.5mbps. I queried this via telephobe 10210 while being kept waiting for 60 mins onlyto be told that I am not being sent the full 10mbps but as low as 5 mbps! No apology. This is criminal. In any other busibess, if you charged for a service and knowingly did not provide or set out to you would be sued. This is ridiculous! I've just spent another hour waiting only to be cut off twice again while writing this. What can I do? I'm desperate..
