Uncapped Account Permanently Throttled

I upgraded to an 10MBPS line with Telkom 2 months ago.
The first week I had speeds of up to 8mbps, thereafter the first second or two of my speed test is at that speed whereafter it drops of to less than 2mbps irrespective of time of day.
It appears as if Telkom ISP is throttle my line which is not what I am pay for.
Should I exceed the download for one month in line with the Fair Usage Policy, I expect the throttle to be lifted in following months.
