Slack response from billing dept to pass credit

After doing an upgrade on another line in October 2013, my disconnected line was activated and used. The store involved (The Glen) accepted responsibility and liability for the amount. The credit amount was approved on 19th November 2013.
To date the billing department still has not passed the credit note to my account.
I've contacted the call center numerous times already, and get the promise that someone will contact me within 48hours, but still no joy.
The most frustrating part is that the call center cannot / will not pass my call onto the billing department!!!

I've spoken to 2 Call Center Supervisors already so that is of no help either, all they say is yes we see the note regarding the credit and yes we will send an email to whom ever (THE BIG BLACK HOLE) and then nothing further.
