Poor speeds, latency and occasional dropping

Throughout this year we've had problems with our internet. We have had constant dropping, bad speeds, frighteningly high pings to local and international websites and many more problems here and there.

90% of all the problems we've had get fixed but a few weeks later the problem is back. It seems that the problem isn't fixed properly and there are always half jobs done to get the job done. We have tried different ISP's (Mweb & Afrihost), different routers, different splitters and even different LAN cables which all indicate that it isn't our side and its the Telkom line/Exchange.

We've had a Telkom technician come to our house 2-4 times to sort out the problem and they always leave saying that it should be fixed when it never was. We've asked to have our ports reset countless times to which there is still no difference. Our line seems to be very weak and that it gets affected by everything. The only time that our line is really stable is from 11:00PM to around 06:00AM (overloaded exchange?)

Right now at this point our line is dropping even when I am typing this, extremely bad latency and the DL and UL speeds aren't looking to great either.

Please sort this out for us!
