High ADSL latency spikes in the area

After more than 4 tickets and various technicians testing my line, I'm still getting high latency/ping spikes on my 2MB ADSL line. I'm in the Vanderbijlpark, Vaalview AH, area code 987. I replaced my routers, filters and lines was checked many times. They billed me for the technicians to check my line after finding it was not faulty. Also tried switching service providers where MWEB, Afrihost and Telkom ISP did the same. I'm sure that it is an exchange problem because my neighbours ADSL has the same problem. If this is not fixed soon it will force me to cancel my line because I depend on good latency. I used my internet mostly for online gaming. Ironically I could not compete in the Telkom do-gaming league because of this issue on my line.
