No internet Service

Once again I am back writing a report on bad service.. Really I think Telkom needs to be closed down.. Their business model .. I have been paying for internet but I had no service what so ever.. My internet is so slow and I am on a 4mb. but i sync at 989kb for download and 512 up really Telkom you take my money every month but don't deliver the goods.to lazy to fix the issue.. I want this fix now, not next year or I want a refund for .. I am fed up of logging calls and getting no where. I log call and they just close my calls without fixing anything. surely I can report them somewhere?
