Huge Data Bill, No Resolution for 2 months

I have two accounts with Vodacom one Data account with my Tablet and one account for voice calls both accounts have limits on them so that when i reach a certain amount my sim cards get soft locked. 2 months ago i received a bill for data on my voice sim card for R4000 and a even bigger bill the month before all and all 14000 for 2 months bill. Now firstly i have a limit of R1200 on my voice sim card and R500 on my data sim card witch were both soft locked in September and in October for reaching the limit but i get a R4000 data bill on a voice sim card that i use in a lucky packet nokia phone that is not even a smart phone so there is no way to use data on that sim card and secondly with the limit of 1200 it is impossible for me to reach an amount of 4000 for data as it should of stopped at 1200, both my services were suspended after this bill. so i have been using pay as you go for two months now. all my clients can get hold of me as my services has been suspended, I have contacted vodacom so many times and 2 month later i still sit with the same issue the call centres promised to get back to me and never does so many times. This is not the first time and it happens to so many.
