LINE NOT SOFT LOCKED WHEN LIMIT REACHED

A couple of months ago I incurred a large bill for data expenses because I used my phone as a Wi-Fi hotspot to work on my laptop. I queried and found out why and was advised to set a limit so that my phone would soft-lock when I exceeded the limit and this would not happen again. Yesterday I was using my phone as a Wi-fi hotspot again and was copying data from a website into a Word document when I got a message that I had exceeded my limit. I called, and upped my limit with R50-00 to unlock the line and bought more data. This morning my line was still locked and I called to find out why. I was told that the R50-00 increase was not enough to unlock the line as I had incurred a data usage of JUST UNDER R500-00. The assistant upped my temporary limit to R600-00 so I can use my phone. THIS WAS THE EXACT REASON I REQUESTED THE SOFT-LOCK. To avoid such a large extra cost! I was told that it could go over 'SLIGHTLY", but just under R500-00 is not my idea of 'slightly'. WHY DID MY PHONE NOT CUT OFF SOONER? I am prepared to pay R100-00 for the extra data but I feel that expecting me to pay the full amount now is not fair, as Vodacom's system obviously did not work properly.
