3 days to activate an adhoc data bundle on account

As an Altech Autopage contract customer, I phoned call center to add an ad-hoc data bundle to my account. Request was submitted to their BSCS system and was informed that it would be completed within 2 hours, or by EOD latest. 22 hours later, request is still 'pending'.
Follow up to call center informed me it could take 24 working hours (3 days!) to get data bundle activated - in the meantime i am charged full R2/MB out of bundle rates for usage.
On insisting to speak to supervisor, 15min later on hold, the bundle is activated IMMEDIATELY - still haven't heard from supervisor.
If a supervisor can do it instantly on Vodacom's systems, why does standard call center process take 3 days - only reason i can think of is that they're trying to fleece me for more out of bundle usage! This is not the way the service your customers.
