Dont want to upgrade my contracts

I have a a few Vodacom contracts. I recently upgraded the one contract, no problem.

I went to Vodacom Centurion to upgrade one of my other contracts and I were refused as I am under debt review. I have been under debt review for the past 3 years and had no problem in upgrading any existing contract. Why turn me down. I allways pay my account on time.
Does this mean I need to cancel all my contracts as I would not be able to upgrade. Can someone please assist. This is really double standards.
