Over paid for a year only get R24 back

For more then a year I was paying for a 2mb adsl line which I can't use since my ISP is on a 1mb package,

I Phoned and asked who upgraded me to the 2mb package (that costs about R100 more then the 1mb per month), after confirming that they have no record of me asking or applying for the 2mb line that process took a week, they got back to me and confirmed that the dispute of the amount of R1410.00 was correct, I received multiple SMS's keeping me up to date then it got silent, on my next bill I received a R24 credit, I phoned everybody I could and after about a week of constant phone calls and being randomly put through to the next person, no one can help me I get transferred between accounts and the dispute departments.

I got the name and numbers of the managers that never got back to me after promise after promise but to no avail it's 77 days later and still not a single call.

Who gave you the right in the first place to charge me more for a upgrade I did not approve or consent to???
