Throttling of "uncapped" line and hold times

I've been running my "uncapped" 1Mbps premium ADSL line through Mweb for the last 2 years. My line speed was throttled due to excessive usage. Strange, as my usage did not change in the last 2 year. After a 15 minute hold time to speak to an agent, I was advised that Mweb implemented a throttling policy in September. No communication sent to clients as this will lead to loss of business. If your usage is too high, you will get throttled and essentially be blocked from using the service you are paying for without warning. What is classified as "high usage"? Mweb manager cannot tell me. Will it be throttled again and if so, how can I prevent it? No straight answer. Why was this implemented? Because "some users" use in access of 300Gb of data in a month and our infrastructure cannot handle it. I would like to see how that happens on a 1Mbps line! So sorry if your infrastructure cannot handle the load on products you sell. Consider upgrading your infrastructure? Fair warning to all existing and potential clients. Uncapped is a fancy way to say capped because our systems cannot handle the products we sell. Any suggestions on an ISP that delivers the service they sell?
