How does a R0 Balance become over R1000?

I contacted the Options centre on the 8/10 as I had raised a complaint previously regarding the fact that I had been billed after cancellation of my line had taken over two months to take place. I cancelled on 25th July, expecting cancellation on 25th August - this did not happen. I was subsequently billed and called in, was told on the 8/10 that I had a R0 balance and that my complaint had been accepted and upheld. Logn story short, I have now been billed once more with a bill over R1000. After calling in on the 11/11, I was told I could not complain again?? and would have to accept the charges, even though they're erroneous in my opinion. I would like an answer as to why Telkom is allowed to renege on their agreement.
