Not delivering what was promised

I recently upgraded phone contracts and upgraded to a Smart M with the Samsung Galaxy S4 mini. It was advertised (in-store pamphlets) that when you upgrade on a contract with an S4 mini, you receive 2 free covers. When I went to get my contract the store said that they weren't sure of this and that they would check with head office. It is now almost 2 weeks later and i still have not been given my two covers or even contacted. How can Vodacom advertise something like this and not deliver on it. That is false advertising. Very disappointed!
