Waiting now 4 years for my refund from Telkom

I moved my prepaid line (with credit on it) to normal line. I am still waiting for Telkom to refund me my credit after three years. Before the transfer, this was processed by Randburg Sanlam Centre Branch and I was promised a refund by them. I have made numerous visits to this branch and others, phone calls, etc. Still no response. Apparently the money is there but not being released because Telkom staff are not following correct procedures to process refund. Staff still are blaming one another for their errors but no refund to me???

On 8 Nov 2012, I got the following response from Telkom (no other feedback since), I am still waiting:
