No feedback after query

A year ago I upgraded my contract to Apple iPhone including 300MB of data each month. With my September invoice and again the October invoice I was suddenly charged for this data. I called customer service twice last month to sort this out. This month it happened again. Phoned last week Monday to ask Cell C to sort this out as I was not supposed to be charged with the R110. My query was supposed to be handled in 72 hours, I phoned again on Monday to find out what the problem is. The answer was that my query was send to another department who has not yet gave attention to it, but I will hear from Cell C before end of day or latest Tuesday morning. It is now Wednesday and I still have not yet received any feedback regarding the query! Really is this not breach of contract from Cell C's side to suddenly start charging me for data that came free with the contract I signed last year?
