Billing for calls made after SIM was blocked

Unfortunately my phone was in Cape Town. I contacted my service provider requesting that they block my SIM. They then took 20mins trying to do it saying MTN has system problems. Finally they came back and said it was blocked. The issue is that the block only went through on Monday at 08:30 (20 Hrs after the request) by which time of R6000 went through on my SIM. Now MTN comes back and says they have 24 hours to block the SIM. This is a first time that I and my service provider hear this and the 24 Hour period does not exist anywhere in the world or for any of the other local networks. My point is if MTN can't maintain their systems why should I be penalised. Why did they not pick up the irregular spent and why did they not immediately block the SIM? This sounds like a story for Carte Blanche.
